If you are refering to this chart: http://www.xml.com/2001/03/28/xsltmark/chart2.gif than note that higher is better so your sentence should be "Slower is only XalanC". Anyway such old test is IMHO completely useless.

Tell me if Your Compiler can build the examples / sablot_xslt

command line xslt....
http://www.rootr.net/man/man/sabcmd/1

sabcmd.exe foo.xsl foo.xml result.html

Note:
XSLT Benchmark Results

Faster is only xalanc if You can Build self on Window / mac / other...
I try to build on Window

Build on msys http://www.mingw.org/msys.shtml
expath
# ./configure --prefix=/home/expat && make && make install
sablot
# ./configure --prefix=/home/expat --with-expat-prefix=/home/expat
make && make install no patch no error

and i think is faster as libxml2 xsltlib..
Build libxml2 on window is a patch build
